There is no water pump drive seal that goes in the cover. The seal is installed in the engine block and must use a special tool to ensure that the lip of the seal is in the correct direction on the water pump drive shaft.
Do a search and you will see several pictures of installations and the special tool.

Wait...is this on a C4 or a C5?

You need a small tool that keeps the seal from rolling over on the pump shaft. If you do a search you will find several posts on the subject. Many including myself have use a sharpie pen cap. It's the medium sized sharpie. I had to shave off the pocket clip from the cap and smooth it down but it fits like a glove on the seal. I'm not sure but I don't think you are suppose to put oil on them, let alone soak them. There is also a small tool specifically designed for this, but when I went to look for one the web site was down and I had the sharpie handy.

Place the new seal on the tool/cap and then butt the tool/cap up against the front of the shaft then the seal should slide seamlessly from the tool/cap right on to the shaft.

They're teflon and are supposed to go on dry. Do not oil. The Sharpie marker cap works or if you live in the country you can use a .410 shotgun shell casing. Also a perfect fit. ( couldn't find a Sharpie). Be careful when you cut the plastic off and don't strike the primer.
