Is it supposed to be there? Put it back on when I reassemble top end?

Are you refering to the instake manifold gasket or the mound of oilly crap? If gasket, then yes, put a new one back on. If mound of crap you can leave it off.

The gasket isn't even pictured, and the mound of crap was removed in a hot tank. I was refering to the plate covering the coolant passage in the middle of the head.

That looks like an EGR block off.
Do you have a new intake manifold (uhh make that gasket) with a new plate in place?

That plate was part of the factory intake manifold gaskets.

Pop it off with a small screwdriver & throw that piece of tin in the trash can.

Bill, all the coolant passages on the heads had plates like that.
Brian, it's odd that they allowed only that small hole for coolant to pass through.

..... That's not a coolant passage ... its an exhaust port for EGR and , before EFI it was to supply heat to the intake manifold under the carburetor to improve fuel atomization ......

They didn't do much to the 350 SB itself when they went from carb to EFI. As far as I know, it's EGR and is no longer useful.

It's the exhaust crossover port to heat the carburetor.

It's blocked off in the intake manifold anyway, so you don't need the little tin things.
