well i installed my vats delete chip in my 92 today to see if that would cure my no start, and it didnt. But i noticed that with it installed it is still showing my vats is enabled in my obd 1.3, 01 still reads 1 maybe i got a bad chip, sending it back today
92 may be different, but in my 90 ODB1 car the VATS in the ECM will just turn off the injectors so that the car will not run. It does not control crank. The CCM also has a VATS and will not permit crank.
The comprehensive solution is the VATS eliminator, which will fake out the resistor code and bypass the entire system (both CCM and ECM). I got the one from MidAmerica but there are many others that are cheaper.

Two different things. IIRC the chip just tells the componnents not to check the vats pellet. It doesn't really "disable" anything.
There are lots of folks that have had the crank - no start problem. The FSM is the BEST place to start.

cranks no start. the vats delete chip is supposed to turn off vats in the ecm, but it didnt, it still shows it is enabled still , the guy i talked to said to send it back for testing
... just read the resistor on your key and hotwire the vats?
its not the key part of vats im having problems with. i already installed the bypass for the key, now i am trying to disable the vats that controles the fuel enable signal. i have no injector pulse and have already checked the wiring, grounds, injectors, plugs, dizzy reference, and had the ecm remaned, the only thing left is the serial port communications from the ccm to the ecm, aka vats

Not VATS directly
If you have DTC 41 that means a loss of comms to the CCM which prevents the ECM from seeing the required signal.
