Check the hot coil wire for any sparking to ground near pump.
Does it do it when it gets hot?
My 94 did and under acceleration (hot) at those speeds it turned out to be the opti. If I did not accelerate like if cruise is on, it was OK.

Mine was coolant on the opti
Check to see if any coolant is dripping out of the water pump weep hole onto the opti. Kind of a pain, but run your fingers around the bottom of the water pump until you feel the little weep hole, then check to see if your finger got wet.
I ended up replacing opti and water pump.
