1993 A/C compressor relay

1993 A/C compressor relay
I have a 1993 vet and the a/c compressor runs all the time, even with the a/c off. Could this be the relay and where is it located. It's not under the dash. I looked.

In the engine compartment behind the passenger side front wheel well. The mounting bracket is screwed right into the wheel well and faces the blower motor. If you have a ZF the cags relay is right next to it.
