When engine is being turned over it will slightly backfire into the intake.
When timing is adjusted it then sends slight backfire noise thru the exhaust.
The balance of my air diverter emission parts are not completely installed. They appear to be seperate from the controlling equip necessary for operation.
Would this cause my condition, or should the car start regardless?
Please advise in the way of trouble shooting. Where should I start?

I have checked fuel rail by simply pushing shrader valve in...fuel squirted out.
Can smell faint fuel smell after trying to start.
Can you use a tire pressure gauge to check fuel pressure?
I will check for wet plugs after trying to start.
I have checked the vacuum line coming from the f.p. regulator for fuel/fuel smell...none.
I assume diaphram is not leaking.
1989 corvete fixer upper.
rebuilt long block. 99% stock. (1.6 rockers) thats it.
