I'm doing some brake work on my stock 1989 Corvette and while I'm changing out all the lines, I figure I might as well throw some cross drilled rotors on it too, stock size is 12" but I'm seeing some places offer a 13" size. Does it fit without any problems, is there a difference in performance with the inch difference?

I bought a kit to put the J55 brakes on my '86. Easier than chasing down all the parts but might be more expensive in your case.
I needed a custom caliper bracket because they changed the distance between the mounting bolts on the later cars (in '88 I think). Mine also needed different brake hoses. May not apply to you.
The caliper mounting bracket is different for the 13 inch discs
You need the heavy duty mounting bracket (j55 brake option).
I have seen them for sale on the corvette central website (heavy duty twin piston caliper mounting bracket) click the link.
Am sure you can pick them up cheaper at a vette recyclers .
I got a J55 h/d kit on ebay real cheap $190 with adapters to fit on 84-87 calipers,brackets,13''discs and adapters
