Looks like it goes to the alarm horn there. Does the alarm still work?

Where is the low coolant sensor on your car? Mine is in that same area, but higher up on the radiator, and it is a single green wire.

Not really, sometimes it goes off when I unlock the door and open it. It never comes on when I raise the door hand.

If you didn't buy the car new, I'd say it was some sort of hookup for an aftermarket item that the previous owner took with him...just a guess. Nothing like that on my 92 and I bought it new.

Looks aftermarket. As was said earlier, probably an alarm. To have been cut means it was probably taken out or cut because it was working improperly and they didn't know how to or care to fix it.

You can see the alarm siren in the picture. Looks like that is what it goes to. I would yank the siren and hide the cut end of the wire.

Remove the siren and the wire. Don't hide it, track it back to the source and see if there are any other surprises to remove.

This could possibly save you a chaffing hot wire or ground depending on the wires use. I wouldn't want an errant hot wire hanging out in my engine bay.
