Okay, pretty much everything is disassembled. Steering column housing is loose. Ignition is out of the housing. The base plate is definitely the piece broken as described and I was able to find the broken ramp. Also have the wires for the base plate disconnected.
Is there any way to pull the base plate out without completely removing the column housing?
With the ignition tumbler removed (be careful with the orange wires, those are the VATS wires and are known to be problematic). Assuming you removed the four screws holding the housing (they're underneath the signal switch assembly), there shouldnt be anything else holding the housing to the column. Carefully pull the turn signal switch assembly out of the way, to get enough slack in the wires, that should give you enough room to lift the housing up and away from the pivot pin.
I did not see any orange wires attached to the ignition, just 2 white ones. When I bought from the previous owner, he did tell me the ignition was replaced because the guy before him lost the keys. Those white wires I'm going to solder because right now they just twisted together and wrapped with electrical tape.
It could be that there's not enough slack in the multi-function switch wires? I can only pull the multi-function switch about 3/4 of the way up the steering shaft. I'll have to look and see if there's any place I can get some more play with those wires without having to disconnect them.
Be sure to remove the plastic wire retainer that is on the underside of the steering column. You squeeze and push towards the firewall. If you don't remove this, you'll have far too little room to manipulate any wiring in the column.
The VATS wires to the key cylinder are white, but have an orange protective sleeve for part of their travel.
