Yes, going to the 50 watt foglight in the 84-90 requires upgrading your TAILLAMP fuse. I have been running that setup for over two years without a problem now.
One interesting thing is that I know some C4s do not let you turn your foglights on without the headlights on. Mine might of been rewired, I do not know. For example an 84 I drove wouldn't let me turn them on without the headligts on.
That is easily rectified with the rerouting of one wire
I have a Cut wire on the left side of my car(1987) under the left headlight motor. I have always assumed that was the foglight bypass.
Fortunately for us, Cheby made it easy to bypass that design. On Chevy trucks, the entire harness is nicely bundled, except for one green wire, guess which wire you cut so you can have the brights and fogs on at the same time? Yep, the green wire.
Actually, it’s the yellow wire coming off the main light switch. I just cut that and ran it to a power on with key. Now the fog lights work with just the fog switch.

They are 885 bulbs that you can pickup at any local pepboys or autozone. :) And you got it, upgrade the fuse from a 10 to 15. The stock wiring can handle it, it won't go up in flames.
Didn't you try some Xenon 885's scorp, or something like that, and they burned up after 1 night of use?
Yeah, pieces of crap. They were actually something like 893 that is the same plug & wattage. I wish APC would make a matching 885 bulb to go with my headlights.

Nope, I always have the real headlights on. If I'm in just a parking lot of at the track I only run the foglights. The 50W fogs are an improvement, but I certainly would NOT suggest driving with just them. No matter how bright of a bulb you got to work in there, the diffuser pattern for the fogs spreads the light out and low, you don't really get any solidly focused light.
