Can low fuel pressure cause a no start condition? I have a 89 that is not firing the injectors. I have a good ground and 12 volts at the injectors tested with fluke. I only have ~20 psi fuel pressure with a new pump and new fuel filter. The fuel pressure regulator is blown (I will replace this week) but I was surprised that it still would not start. The car would start with starter fluid but die because the injectors not firing. Do the injectors need min pressure to operate? If so what pressure? Is there something else going on? Thoughts?
I don't think they need a minimum to "fire" but if the pressure is that low you may not get enough gas out of them to get a lightable mixture. On my 91 you can touch them when the engine is running and feel them "click" as they fire. You could have someone crank it over and see if you feel the click. I'm pretty sure there is a separate fuse for the injector circuit. If the fuse is blown that would kill it right there.
You have 2 of the 3 things that an engine needs to run. If the injectors are working with 20# the mixture is too lean to fire. You have already stated that the regulator is toast, you have your answer there.

Sure it can. Low pressure = low volume of fuel dispensed. Fix the regulator first then see how it goes. The injector can be fired by a 12V signal. It doesn't know what pressure but if there isn't enough fuel, the mixture won't ignite. OTOH, too high a pressure can also be a problem.
