I have a car with a L98 engine that I purchased a year ago. When I bought it the EGR components were still on the engine but the vacuum lines had been plugged off, so the system was not being used. I went ahead and reconnected all the vacuum lines but I don't really know if the system actually works or not. I don't know if the solenoid valve works nor do I know if the EGR sensor works. I accidentally broke the sensor while replacing head gaskets a few months ago, I put it back together with JB weld. Now I have a crack in the EGR pipe where the sensor is located, what will happen if I just abandon this system and plug those ports where the EGR pipe connects at the intake & exhaust manifolds.
Driving my "new" 35th Anni home from the dealer the SES light came on, the code was dreaded "32"==EGR.
Since it didn't come on at startup but after I was at constant highway speed, it means the ECM called for EGR but didn't detect it through the temp switch.
This is what will happen if you delete all EGR parts and fail to reprogram the MemCal.
Or you may be able to find used EGR parts for your '84.

As I mentioned before, the system was in place but none of the vacuum lines were connected and the solenoid valve was unplugged when I bought the car so the system could not have been working, howevere I was not getting any codes. The ECM may have already been reprogrammed, I'm just not sure. I haven't been able to find a replacement EGR pipe. My engine is actually a TPI out of an 86.
