Legally? There is a state trooper in my Maymester course and I was asking about loud pipes .. he said as long as there is a certified muffler on there, it should be fine. He drives a camaro so he came out to listen to my car and he said it sounded good. He definitely likes the LT1 in his camaro :).
The webster dictionary defines a muffler as "a device to deaden noise".
So, since the resonator DOES reduce sound and droan (how much I don't know but I've heard what folks say when they REMOVE that sucker), I'd say it qualifies?
Yep, most cops would call it a muffler, because it LOOKS like a muffler. (Even thought it's actually not) It IS a little muffler, the way it's designed. But I mean, if you took it off, I don't think anyone would notice, because GM simply put it on for people who want a quiet vette. (and who wants one of those?!)
As for me, I took my car in to be smogged with no mufflers on it (Eliminators from MAD) and the guy asked me what kinda mufflers they were, cuz he has a vette and wanted them, cuz they sound good. I told him to look down em...hehe :D He seen they were just pipes. Passed emissions without trouble.
In my area, they do a sound test. If your sound measured in decibels exceeds the allowable limits, you fail. It does not matter if you have a muffler or not, or even what type that you have.

Same here...but they only seem to enforce it when there's cruising, a show, or some similar "event" goin' on. Never been much of a problem though as long as you aren't tryin to show off. :rolleyes:
