Default 1988 won't start

We have a 1988 that we lost the keys for so I sent out the memcal and had the VATS disabled. The car hasn't been started in 3 years but was running before keys were lost. So i reinstalled the computer and installed a new ignition cylinder. So yesterday we primed the engine put in some new fuel, installed a new battery turned the key everything powers up but engine won't even turn over. Also we didn't hear the fuel pump energize. My first question is where do I start. Assuming that my computer was properly done and VATS is disabled. Second is there a way to verify that the VATS is disabled? Please help

Also I been reading a lot of threads and find all sorts of different things. Even if the vats was still enabled does the fuel pump energize? Some posts say it does some say it doesn't

Fuel pump is not affected by Vats. Check to see if power is at solenoid S terminal, while someone attempts cranking.

Test pump

You can apply 12v to terminal "G" on ALDL connector. Pump should run for as long as G is powered.
