This bottle cap looking thing keeps spinning for a few seconds after my lights pop up or go back down, also the headlight motor makes noises during those seconds. Sometimes this headlight doesnt even popup all the way. Why does it do this? My other head light doesn't do this, it just spins until the headlight pops up and stops.

There is a repair kit for this. Three bushings costs about 5 to 10 bucks. Its kind of a pain to replace though its worth it. You would have to remove the entire headlight, take the motor apart to replace the bushings.
I just did mine last weekend... I kept hearing that it is a pain but it was not bad at all. It took me two hours to do both and be back on the raod.... 6 blots and unplug the wires this will get the headlight out... 5 number 27 torks bolts to get the motor off the head light and drive out the pin on the arm (when you get it apart you will know what I mean) then just follow the instructions with the bushings....
