Default What is this wire spliced to?

Ok, so I am changing out the lock cylinder as I have lost my keys and for the life of me I can't find them.

I did manage to break the VATS wires so I am waiting for my new lock cylinder to arrive.

Meanwhile, I noticed this blue wire spliced (poorly) onto this rather large yellow wire. There was also a white wire run to ground on the knee bolster bolt.

They were not connected, but my guess says they were and just came apart.

Any ideas what this would do? I searched the FSM, but it is not that helpful when you don't know what you are looking at.

Here is a pic:

Whatever you do, don't connect the blue wire with the white wire. The blue wire is hot coming from the fuse box. The white wire as you said is ground. + and - don't mix.

Roger that. The 2 ends were both right next to each other with a connector on the blew wire. But it makes sense that it shouldn't be grounded.
