Check the 10 amp FP fuse with an ohmeter and check the fuse block pins for bright , clean and reasonable spring tension. If ok, then replace the fuse and put a voltmeter on either FP fuse terminal and hit the starter. The ECM will apply 12 v to the fuel pump relay for 2 seconds and you should see 12v on the FP fuse for 2 seconds. When the engine starts, an oil pressure switch closes and applies 12 v to the fuel pump to keep the engine running. If you get 12 v and still no start, then I would check for fuel pressure on the shrader valve at the rear of the fuel rail which proves the fuel pump is running and the injectors are not being pulsed and THIS is the reason for no start. There are two fuses for the injectors (each bank of 4), check them and if ok, then the ECM is in question. Also, it is safe to jump 12 v to either terminal of the FP fuse which will force the fuel pump on and may allow a start. The fuel pump should draw current and you can put an ammeter in series with the 12 v jumper to the FP fuse and measure the fuel pump current. No current , the fuel pump is not running (may be due to one of the 3 connectors between the FP fuse and the fuel pump 12 v power wire defective). Good Luck.
