Default Throttle position sensor

On an 89 L98, the blue wire on the TPS is reading 16.7 volts. The reading should .54 volts. What does this mean? The grey wire is reading good at close to 5 volts(normal). Thanks in advance for the input. The car spins over but will not crank.

Not sure what this means. Spin and crank are the same thing. Are you sure your voltmeter is set correctly? It's hard to get 16.7 volts with a 12 volt system.

Right it cranks but won't start. True about the voltage. It is set on 12 volts. The grey wire reads right however. Will it start with the TPS unplugged?

Yes, it will start with the TPS unplugged.
