got a 86 vette it runs real hot and i dont think its normal and also no power what so ever

You're probably going to have to give a few more details to get some good feedback. What have you checked out so far? How hot does it get? How fast does it get hot? Does it have good power when cold and then lose power or is there no power when cold, too? Try and provide as much detail as possible and you will get better advice.

C4's run up to 230*F and have as little as 205 hp...when in perfect tune. Need more info. A LOT more.

210 to 220 degrees is normal. I have seen 230 quite often on hot days with the A/C on.

"no power whatsoever" is pretty vague...

Can you break loose the tires by flooring the gas pedal from a stop?

ok what i have done to the car ever since i bought it was fix tranny complete tune up replace all sensors fuel pump fuel filter resurface heads replace harmonic balancer pulley replace the ecm new radiator new thermostat new water pump new plus and plug wires new distributor cap ad rotor also new pick-up coil if i run the car for about 20 minutes or so with the a/c in town temp gets to 245 to 250 on the freeway about 230 to 235 but with the a/c off my fan doesnt come on till 225 and bout the power if im at a stop and floor the gas pedal all it does takes off if it burn some rubber probably about 1/2 a turn on the tires and thats it

The fan comes on about 220 or 225, I think, so that's normal. Did you check for air in the cooling system? Could be a timing issue, I suppose, with all the work you've done something could be off a bit. Then again, a stock 86 isn't going to burn the tread off from a dead stop. Are you getting any codes?

no sir no codes what so ever it just doesnt fill any power i have the timing at 8 degrees and about the air in the cooling system if theres any how do u get it out

replaced all sensors...? why?

was everything set to "spec" when it was replaced?

When the heads were re-installed, were the valves adjusted according to spec? 8 degrees advance is a bit high; did you set the initial timing with the ESC wire disconnected?

With a new radiator, WP and thermostat, you should see coolant temps much lower than the 240-250. Is the front of the A/C condenser clean and free of dirt and debris that would reduce airflow to the radiator? When you filled the cooling system with a 50-50 mix of green cooland and distilled water, did you "burp" the system to insure there were no air pockets?
