Default CODE 54 QUESTION ON AN 89 VETTE??

I have a question about a code 54 on my 89 Vette. I did the test with the paper clip. The code given was a code 54. My question is while the test was being done the volt gauge was at 11.89 volts. Is this the normal voltage during a test? I heard the fan on for the test. Would the fan bring the volts down this far with the engine off? The code 54 in the manual said FUEL PUMP CIRCUIT (LOW VOLTAGE). I am asking this question again because last week I placed a post about the car running rough. The same thing is happening again. I stated the last time on another post that I cleaned the engine and a lot of people felt it was the IAC. Well, I was washing the car and not the engine today and the problem came back. Unknown if this has something to do with washing the car or just something happening the same time.

I raced the Vette at Cecil Raceway yesterday (Saturday) for the Hot Rod Bracket race and the car ran great. I did not drive or start the car all day today (Sunday). I did move the car in the driveway about 8 feet to wash it and was running for about 3 minutes. While running for the 3 minutes before I washed it, I did not notice a problem with the rough idle - surging and then stalling as it did after washing it. I did look under the hood to see if anything did get wet while washing the car. The only thing that got wet was what to appear as 2 relays or something in front of the left tire on the inside of the engine compartment. If you look inside the wheel well in front of the front tire you will see the bolts that the relays are mounted. They are mounted low on the inside of the fender well.

I have no clue what they are. I am looking at the manual (Haynes) now and I do not see this in the manual. This appears to be installed from the factory and not an aftermarket item. If anybody can help me - Please feel free to respond so I can drive. I am so confused to what is going on hear. :confused: :boxing I am beating my head against a wall now.

If you've already tested your battery, you've probably found it's good... a little less than 12 volts is normal with the car not running.

As far as the rough idle goes, it does tend to point to an idle air problem.

But, if you're getting a voltage problem with the fuel pump, that could contribute. I think the fuel pump relay may be one of the two relays you found. Looks like a good place to start.

I would have checked the battery but, Someone borrowed my battery tester and has not returned it. I have no problems starting the car but that does not mean the battery or alternator is not working properly. I did post a question in the past about normal voltage while driving. My voltage gauge reads 13.3 to 13.5 while driving on the hwy. I know I should check the battery and the charging system. I am going to do more research about what I think are relays. You are most likely right that they one is most likely for the fuel pump. Thanks for your help :D
