I am looking to replace my front and rear sway bar bushings and it loooks like the previous owner had larger bars installed front and rear. The front measures 31.75 and the rear 25.4. Based on those numbers what size bushings do I need to buy since they are not even numbers?

I'd call VBP and see if those aren't the physical dimensions of their 32mm and 26mm bar. I believe they actually sell 1.25" and 1" as! Are yours hollow/tubular or solid? Your dimensions are metric for 1.25" and 1.0" - coincidental? Not.
If you've got them apart and aren't concerned with the "specialty" material bushings I'd carry them to a good automotive jobber and check against their stock for fit to the strap. There's a considerable difference in an OE quality strap and those that are generally included with aftermarket bars. Which would you guess yours are?
You might check and see if they are offset as well. My guess 32 fron and 26 rear it is a very common combination. Are you keeping the old bars or changing them?
Yes. The look very similar to the pics you posted. The previous owner kept all paperwork for everything ever done or purchased for the car and I found the receipt for the sway bars. Its doest give sizes but now i know they are Addco bars so i will probably give them a call
The sway bar bushings usually do not make noise, they age and compress too readily. When they are new, they are denser and last about 20 years before they start breaking down and give little resistance to deformation.
That being said, all bushings are not created equal. THe corvette bushings are made of denser material than say your mama's buick that is focused on smooth ride. Hers may break down in 7-10 years.
If you have rattles, try thumping the tires with the hood open using a medium sized hammer on the tread. If that doesn't give a clue, the you will have to start getting out the wrenches and a strong flashlight and look for loose joints and bushings. Check all the bolts you see for tightness.
The first thing I would do is pull apart your upper shock bushings and look for worn or broken upper shock bushings. I had a set made out of polyeurethane when mine wore out. THe stiffer material makes the shocks start working quicker.
