Does it matter if the pressure line and the line running to the oil cooler are swapped where they connect to the rack?

If they are swapped, the return line is where you are putting in the pressure, and the rack will not operate. It is also possible to overpressurize the low pressure return line if not hooked up right. You may even blow up the cooler if you have one.
