I have a 1989 Corvette that the speedometer just started acting weard. It started jumping and will not work properly. I replaced the VSS and made very little difference. It would show higher speeds when slowing down. Just replaced the Instrument Cluster because it had other problems but did not help, still no speedometer.

Is there something else that would cause this?

Remove the VSS from the transmission and spin with a drill and see if you get a consistent display. If you do you've likely got a worn drive/driven or both. Maybe the clip has broken holding the drive to the tail-shaft.
Make sure the VSS is correct for the tooth count of the driven in the car. There are 2 different pitches. There's a VSS for 39 or less tooth count and another for 40+ count.
