They are basically a bar that fits over the top of the rocker studs. The concept is that if you have a really high lift cam that would put additional force on the studs to bend or push up it will keep the studs in a straight line and help transfer any pressure up or to the side to the other studs when there is no pressure on them.
For a stock or slightly modified 89 it would be a waste of money. You would need taller valve covers and there is some question if the taller cover would fit under the wiper motor on the fire wall.
