Well its summer in aussie,and the last thing I need is hot air constantly blowing from the heater!!!
Does not matter if Electronic climate control in my 89 is on(regardless even if set at coldest temp) or is turned off..
I have noticed though the climate control digital temp indicator is"flickering" at times obviously indicating a fault,just wondering
if there is maybe a heater valve seized open somewhere?
Hot air means the temp door is stuck in the heat position. Could be a problem with control head, programmer, door motor or the clip from motor to door is broken.

If needed, you could remove the door motor and secure the door rod in the cool position, or see if you could gently pull/push the rod with motor connected.
The motor is just below ECM.
