I guess you could say that, however most calibrations changed from year to year anyway, even without any other changes.
I show 19 different calibrations that GM released for 1989 L98 Corvettes.

Once the spreadsheet is open, click the dropdown arrows on the column headings and select:
year = 1989
platform = yb
engine = l98
That will filter out all but the 1989 Corvette L98 calibrations.

The 1227165 ECM was used from '86 through '89, so the EPROM had to change in 1990 for the new ECM, if for no other reason.
The 1227165 ECM does have provisions for a MAP sensor, but I don't know if it was actually used on any MAP cars.
