coolant is topped out, after market gauge and dig read almost the same, cap is 14 psi, if cap is bad would that cause over heating.

If the coolant is not transferring to the overflow tank, that would leave one to believe there is insufficient coolant in the system. With a full system, heated coolant will expand, and exit the block and radiator.
The only reason coolant is not transferring to the overflow tank is due to the lack of coolant in the system, allowing space for the expanded coolant.

Is the coolant level at the 'max' point in the fill tank? 'Max' meaning completely full to the point of overflowing into the overflow bottle.

If your system is 'closed', is the rad cap a closed system cap? What is the pressure rating on the cap?

Also, are you determining the temp by the digital gage? The gage may be providing an incorrect reading. You might find someone with a heat measuring gun, and compare readings.
Default over heating prpblem

[14# cap is on the low side, which means the boiling point of coolant is a tad lower...... no problem.
i will get a new cap and a heat gun and try that, coolant is topped out thanks, i will get back with all of you after i try all of help thanks again for all the help
"..... if cap is bad would that cause over heating?" ........ If your system is a closed system, and your cap is not a closed system cap, yes, that would mean coolant would only flow one way.... out.

If the cap is correct for a closed system, and the gasket is damaged, air would enter the system negating the return siphon, and your fill tank level would be low.

Check the flow from the fill tank to the overflow bottle by slowly pouring/adding water at the fill neck. The added water should run to the overflow bottle. This would confirm a solid connection.

What is the coolant level in the fill tank after cool-down? If it is not at the full level, and no coolant has transferred to the overflow tank, then there may be a leaking hose, etc.
