If you know your build, tires etc presently and have a "history" with the same combination your answer is in the "math"! Suggestions aren't going to get you there. Your knowledge of the car, the driver and if it's got a performance record you can document you're set. If you have no history, it might be wise to generate some and then rethink it. If it's just an occasional "blast" then both should see improvements.
It's an IRS D44 with 3.54's (you mentioned 3.55) or a solid axle or maybe a more common 3.45 if it's an IRS? You mention 17" wheels and the wheel doesn't have anything to do with the numbers. I wouldn't think you'd have any trouble "bringing to mind" what is/was done if done to accomplish the low 12's.

your right about 17 in wheels and history--i run 26in nittos and for history i ran last year in low 12s dont go to track that frequentlly but enough times to get an idea of what its doing. im not hard core track but i sure do love doing the quarter mile. just looking for opinions on what to expect from a much lower gear ratio as i still want to keep the car streetable ( thats all)--my current gears are355 after market Yukons.

I have a '95 Camaro with 4:11 behind a stock+ LT1. It's very "streetable". I saw a very small loss in gas mileage, and the RPM at 55 is around 2200/2300. This makes the Flowmasters make a pretty sound.
Only things done were to open up the air flow with K&N in and Hooker headers out along with a custom tune to take advantage of the increased airflow. It works well.
I think the loss in gas mileage is mainly due to the fun factor of this setup. I'm prone to getting on it now and then.
If you keep it reasonable you shouldn't break anything. That becomes a concern when you start to pump thing up.
Either gear would work but Id personally go 4.11 with that
Car will pull much quicker with a drag radial you can lower that 60 easy and dip in the 11s will drive just fine. Opinions will vary.

In comparison, 4.11's behind the Corvettes ZF6 = ~1800 rpms at 70 mph in sixth gear.
