Aside from that, you'd still be illegal for removing the pre-cats - and that's a Federal requirement, not a state requirement.

When you say "exhaust" you really need to quantify that. The best thing you can legally do is a Magnaflow 2.5" mandrel bent catted y-pipe, but they have fitment issues, so be prepared. Also, the outlet sucks - it joins two 2.5" pipes into a single joint that is a little under 2.5", then boinks up to 2 7/8" to go into a 3" rear converter. The air injection tube on the rear converter is also wrong. I'm currently working with Magnaflow on the problems.
After the rear converter you have quite a few choices, but my preference is Flowmaster. You can use the 86-90 cat-back system from them to get the good rear y-pipe assembly.
FYI, the 91 cars had differently shaped inlet pipes on the mufflers, so if you keep the original rear y-pipe, you either need "universal" (extra work to install) or 91 year specific mufflers.
