[QUOTE..how's going broke with with Jerry Brown Part II working out?....[/QUOTE]
We can all thank our ex "Guvenator Arnold" for the 25 Billion Dollar deficit Jerry Brown inherited; To answer your specific question, California now has a surplus.
ROFL! I love cally....all the old clunkers slowly going off to the scrap yard and replaced be new cleaner running cars had more to do with smog reduction than cally's fascist CARB program....seen LA lately? Gonna try to tell me that's clean air? plenty of cars have that crap pulled off and pass a pipe test only to fail your stupid "visual"...as for just hugging things cally is the mecca for doing more than hugging to anything one can think of eh?...how's going broke with with Jerry Brown Part II working out?...we're running a surplus....
clunkers should not be on the road and usually aren't, just a lot of sharp old cars.

A surplus of what? Citiots, liberals and over educated mow-rons!! Step into any one of the thousands of Starbucks in any overpopulated city and wonder at the spector of living proof that this state needs fewer guard rails! Anyways Awwnold still had a liberal majority to deal with and could not cut liberal spending. Moonbeam has just kept the ball rolling with the "Blame Bush" syndrome.
Pollution is only seen where it collects. Texas has few cities (if any) where the air traps/stagnates like in the LA basin. I remember the air quality in LA during the late 60's early 70's before the auto emissions equipment/laws was inserted. It was truly disgusting. But then I visited the friendly lands of SE Asia and was witness to how bad it could really get. We live in a country with a lot to be thankful for. If only we could keep our cats on....
Well cally is what it is and you guys are stuck. The vast majority of older cars still have all the pollution control on them. It tends to come off performance cars when they get old enough and that isn't going to dent pollution one iota. I'm chucking all mine....just the way it is.

I have been amazed during recent wwork trips to los angeles (vs. The 90s). I always go there same time of year (april).
The air is cleaner now, less haze. The example is the famous hollywood sign in the hills. Before you were lucky to be able to see it, or you could see it in the morning and then it would disappear into haze. On my most recent trips you could see it all day long.
That area is a unique situation though and id hate to see california smog come to everywheere. I'm happy I don t have that bullcrap.
On the flipside:
Ill take cows vs. Traffic congestion any day!
Everyone out there seemed confused that I lived in ohio and wasn't a farmer...
Just to be clear? Texas inspects pollution control. Any car less than 25 years old goes on the computer and gets tail pipe tested. Any errors or tail pipe emissions too high it's no pass no play. There aren't enough cars 25 years and older left on the road to be worth bothering with so they come off the books.
LoneStar is right on, sorry. The amount of smog generated by 25 yo and older cars is so minimal that the sniffer is irrelevant. Not only that, but Kalifornia is ridiculous with the visual. It is well proven that an engine can be built cleaner AND faster than stock. In my mind, if you can pass the numbers test, who cares what nuts and bolts are under the hood?
