Most remove the IAC housing 1st and clean the gunk out before re-setting the idle

Wandering idle is almost always a vacuum leak.
It wanders because the ECM is trying to compensate for the extra air and can't get the idle to the internally specified RPM with the correct mixture (air fuel ratio).
