I have an inoperable horn suddenly on my '93 coupe.
The copper contacts under the plastic thumb buttons light up my continuity light when I complete the circuit. This tells me there is power and it's not a fuse.
Horn relay does not click as described in other posts when the thumb buttons are depressed. Swapped horn relay with the fog lamp relay as a test (same part apparently), no change in operation for the horn and the fogs still work.
Car alarm does not sound when intentionally trying to open the locked door from the outside. VATS does appear to be armed properly.
I'm fairly certain the horns themselves are ok, but I did not test by powering them.
FSM wants me to jump certain ports on connector where the relay plugs in to troubleshoot. I can't even see the connector.....
When I purchased my '96 last year the horns did not work. I tested the horns with a 12v power supply and they were shot. Water drips on them when it rains or you wash the car. So I would test them before trying anything else. Good luck.

Check the easiest things first.. Check to see if your getting 12volts to the horns...If your not getting 12volts at horns ... Check fuse, check contacts at wheel and relay..
Most often than not the issue is the horn itself... They rust up inside...
You should be able to hear the horn relay clicking when you press the horn buttons. If not then the problem is probably in the column or steering wheel.
Also, the alarm flasher should click when the intrusion alarm is activated.
VATS is not connected to the intrusion alarm in any way.

Like speedjester says check all contacts first! My 93 was sitting before i got her and alot of the electrical"problems" were just bad connections.Pull the connector reconnect and i always use a smear of dielectric greese.Dave

There is no clicking. I said VATS out of ignorance for the proper term. I cannot get the alarm to sound.
The horns look new. It appears someone replaced the nose of the car at some point, on very close inspection the hood does not appear to be arctic white like the rest of the car.
How would I be able to get voltage to them to test them directly? The connector is recessed. Not looking forward to diving in to the steering column. :/
The horns themselves definately work. I parked the car today, locked the door, stepped out and the alarm went off. The steering wheel switches still didn't work however. Does this confirm that the issue is in the steering wheel column? Could there be anything else to look at inside the dash?
The alarm going off today indicated that I may have another issue. In the past I couldn't get the alarm to sound even if I tried.... yet today out of the blue it goes off on me. What would cause an intermittent car alarm? My door hatch switch doesn't always work either. Could these be connected? ugh.
Check the pushbutton switches on the lower edge of the doors. If they are stuck the hatch release switches won't work. The SECURITY light should come on when you open the door.
Apparently GM wanted to make sure the car was stopped before letting you open the hatch. I don't understand why they did this since you can't get to the hatch release switch with the door closed anyway...

When the door hatch release doesn't work, the console hatch release button always works for me.
Pull the buttons on the steering wheel to see if the two plastic tangs (per button) are still intact. If not, that will be a problem. Horn won 't operate properly without the two tangs.
