Code 32 on 1991 L98
After changing injectors, tps sensor, all distributor internals, thermostat, spark plugs and wires I took my "new" car for its first real drive. After about 10 minutes (2 miles) of extremely conservative driving in stop and go traffic I got a CEL. The car immediately struggled to stay alive so I turned around and drove it home. I surprisingly made it and just took my other car to work.
I had some time to work on the car today and the first step was to check the CEL and it yielded what I believe is code 32, three relatively quick pulses, a pause and then two back to back pulses and it then repeats and a code 12 is thrown in there.

I followed and I got as far as applying a vacuum to the EGR valve with the key on, engine off , diagnositc grounded.
EGR valve will hold 20" of vacuum for about a minute and then slowly drops to zero.
I checked the egr switch, and got slightly under 12V because the battery is a little low.
TL;DR
Code 32 after light driving. EGR valve wont hold vaccum, ordered a new Echlin EGR valve from NAPA. Anything else to check while I wait
My EGR solenoid failed. It wasn't opening the EGR valve and the EGR valve froze, which caused the error code 32.
Another note: I bought a new EGR valve from AutoZone. Before I put it in I tested it with a vacuum pump and it did NOT hold vacuum. My car now has an AC Delco EGR valve in it.
