You've many components to check to see if it actually is. I wouldn't be concerned unless you confirm that "all" of the components are present. You should certainly be able to tell if your rack is a 2-turn or a 2 3/4 - turn rack, you should be able to confirm wheel width by just removing and checking casting information on the back-side (assuming they're still 16"). If it passes those tests then maybe it's worth the extra effort to check all of the rest of the possibles.
If you don't understand the significance of the '84 Z51 there's no need trying to educate you. If you research the history of the C4 - Z51 option it will "stick" better for you if it's your research!
Z51 handling package has stiffer springs (the stiffer ever fitted into a C4),it uses heavy duty bushings,larger sway bar,sports rated bilstein shocks,faster ratio steering 1 turn (?) wheel from side to side,wider wheels 9,5" 16" on all four corner,other "heavy" features was:
V01= heavy duty radiator
V08= heavy duty cooling
G92=performance axle ratio

Looks like your "new" to the conversation so this essentially is the rack exchange "car to car" Any steering rack '84 - '87 will fit '84 - '87 and change steering ratio. That covers the OP's car in this thread.
When the suspension changed in '88 the rack was changed also to accommodate the newer "foot-print". '87 and earlier racks don't "direct-fit" later racks. Later racks will swap "car to car" to accommodate a change in ratio also.
