I can vouch for what Greggpenn is saying, not having cats means that the exhaust is really going to smell and get into your clothes and will definately burn your eyes. The PO took mine out and the car just has too many mods to add them and the air system back in, not to mention the cost of finding all the parts. The car had fake bulbs when I bought it, wish I was smarter at the time cuz getting inspection in NH can be tough too.

This statement was as per verbally quoted from the Inspectors in Travis County. One of the strictest Counties in the State of Texas for State Inspections. They tell me that they don't check emissions from the tail pipe and don't check to see if cats are in place on 25+ year old cars. They only charge for a Safety Inspection and not an Emission Inspection.
