First, I only have high or off with the fan. Is there a relay or fuse for the lower speeds? This is all the time, not just with ac on
Second, can a guy get a can of R-12 anywhere anymore??

You can get cans of nos r12 on craiglist, and on ebay, however you will on ebay have to sign a waiver that states you will be selling it to a certified tech. Easy enough.
Or you could get your certification online for about 25.00 and be able to walk into any supplier and get in 30 pound size bottles of R12. Pricey but worth it since if you are going to do your own a/c work keep it simple and stay with r12.
Try and get dupont r12.
As for the speeds chances are depending on year/model it's the blower motor resistor.

Yes, problem could be the resistor, but not likely since all 3 lower speeds don't work. Most likely the speed control relay, that's located below the fan motor (passenger side f'wall). Look for overheated wires on the connector. There's an aluminum rivet in the relay that carries a lot of current that gets hot.
If it is, I would probably check the (assuming that it has one) resistor network in the evaporator box. Also pay close attention and look for any broken wires or corroded/burnt terminal connections.
Sounds like a ground return opened up and there is no voltage drop on the divider network and the blower mower is getting full 12 volts.

Hi, I'm not sure about 86, I have an 85 and mine is on the top of the heater box. It should be within the pathway of airflow before the air gets to the heater core or evaporator. Somewhere in the heater box.
The picture posted by Vetteoz is the Blower Resistors (see his schematic). The High Speed Blower Relay (see schematic) is located below the fan motor (if it's the C60 a/c system).

Dont know if its a C60 or C68, dont know what that refers to. I cant look at car right now as it is in the bodyshop getting a bad spot fixed. Hope its the control module cause thats only $19
The bcm looks fine? If wire loops are good is it okay? When I use a jumper wire on the plug that goes to the switch I get high fan thru each terminal. When pluged in nothing on any setting except high.........help please

Got a DVM?
you need to check the resistor pack for continuity and the dash speed selector switch to see if it is working.
It may not be switching across the Lo speed circuits
