Headers and good exhaust. By far the best thing i've done to mine.

I have a 1988 and Summit sells Hedman long tube headers ceramic coated with EGR tubing. This way the car will avoid shooting a code. I passed emissions fine. The collector is 3" so go down to 2.5" dump that third cat and run a true dual exhaust. Summit also sells Magnaflow cats. I believe I paid around $100 maybe less for the pair. One with the AIR tube and the other with an O2 sensor. Last choose a pair of high flow mufflers. The headers are gonna be a real pain in the *** to install. Look under your hood if you don't believe me. The shop I went told me $200 to install the headers. Luckily for me my motor was out of the car when I did it. 2 bolts broke off in the aluminum changing the headers. Loads of fun that was but not the end of the world. Hard to say what I got out of the exhaust system upgrade since I did so many other things ? But I had a motor bite the bullet. From what these guys say 20-30HP. If you ask me that in itself is great improvement over 245HP. The headers were $500, cats $100, mufflers $100 and tips. Labor to install. Sounds like allot but it is an excellent start. Now it will compliment any engine mods you may decide to do in the future.

Congrats on your new '89 Vette...

What are your intentions with the car, i.e. street only, occasional drag race or autocross, etc???

Is it an A4 or MN6??

The biggest bang will come from a clean exhaust system.

You can pick up some nice power gains from:
-cut air filter lid with K&N filter
-160 deg T-stat & fan switch
-toss the "frisbee" from the front of the WP pulley
-cut back the ground electrodes on a set of stock AC Delco plugs

With more air flow you will likely need to install an adjustable fuel pressure regulator so you can bump pressure and so flow.

With and above mods you should be at or above 300chp.

Have fun with the new ride.

Lawrence-Keech Side Exhausts. I installed them on my 88 (see my photos) back in 1999. They were a gimmick in the 1990's but now they turn heads because no one runs side pipes. Not too difficult to install. Covers need to be painted the same as your car paint. Hope they can still be bought. PM me for details.
