Look to see if anything is getting wet. If not, then how old are your spark plugs/ Often they break down over the years and then the car will not start when it is raining.
Not all C4's are created equal, so always post what year your asking about.

Also please do post the year of the car different years have different problems that can cause things. We will be able to help you a lot better if you post the year.
I agree with the sparkplugs though, check those. I had that happen on a different car I had (Not a Corvette)
Sorry about that everyone. My car is a 1994 automatic. I changed the plugs and wires last summer but this problem just started about a month or so ago. We had some serious rain come thru and I thought something got wet. It seems like after every rain since then it refuses to start unless I pop the hood and let it sit.
Next time the symptom occurs, pop the hood and confirm NO SPARK with a spark tester or other means. Then we can begin going down a quick diagnostic path rather than guessing.
So, the one thing I feel needs to be clear. This is a no start, as in first start when it rains, as opposed to after driving in the rain?
I'm trying to think what could soaked with the car just sitting in the rain? My first thought is possibly the air filter? If water is rolling through the gap between the hood and the bumper and somehow collecting in the filter or housing? The problem is that I would think it would be alot more common if it could happen.
The other thought is that there could be a leak in the seal at the fuel filler assembly, but then I would think that would've created bigger issues by now.
Or, if water is working it's way under the hood to the ecm and shorting something out there. Or maybe the engine ground connection to the frame rail under the battery? Getting wet and shorting out?
These are all just WAG's, Tom400 has right however, need to diagnose when symptom present.
