84 not starting

84 not starting
Hello All,
I am brand new to the vette world. I came across my 84 automatic from a friend who is moving out of state. He has not driven the car in a very long time. Not sure how many years. It got 71300 miles. I've tried the tapping on the starter. Didn't work.
He said it started and he drove it back then without any problems other than the dash gauges flickering.
When I turn the key the horn goes off. Behind the center cluster there is a clear plastic relay looking thing that sparks each time I turn the key. I've read in this forum that perhaps it has something to do with the security.
Any help or guidance is appreciated. Photos of what I'm looking for would also be helpful.
