Not being funny. No factory drain plug on C4 tank. There are ways to siphon that do not suck...

I use an outboard fuel line hose from a boat. This is the fuel line with the primer bulb. Place the hose into the tank and a couple of primes and the fuel is suctioned out into cans to be disposed of.
Hope this helps

Take the hose and holding it right above your container create a siphon by blowing past the end of the hose with a compressor. It works every time. Be ready to turn the blower off as soon as the gas comes out otherwise it could be messy.

You're not a man unless you've sipped gas a couple of times.

These is a tech tip somewhere that says to unhook the input line from your L98 car just below the fuel rail. Slip the correct sized hose over that line and clamp it on using a hose clamp. Run a jumper wire from terminal G of the ALDL (that is the lower left one) and clamp the other end to your positive battery terminal. This is supposed to give power to the pump and will quickly empty your gas tank. Be sure to have enough empty fuel cans to handle the job and at least one helper. Be safe and do this in a well ventilated area with no open flame or chance of a spark blowing things up. The tip suggested that you have a fire extinguisher handy.
I tried this on my 91 over the weekend and the pump did not run. Instead we just borrowed a hand pump. Once the gas started flowing we just sat back and let gravity do its job.
I put 7 gal of fresh premium gas back in using a large funnel and poured it straight in. I did not want to stand there forever waiting for the small nozzle on my big gas can to do its thing so I just pulled the whole thing off and dumped it in. This went quickly and now I am ready to roll with the confidence of fresh gasoline in the tank
It has been sitting for a while so I am in the process of removing the old spark plugs and replacing with new ones. I am putting a little engine oil in each cylinder and going to slowly rotate the crank via the snout bolt until things are nice and slippery inside.
I am also putting in a new MSD small-cap dizzy. MSD says to drain any synthetic oil and put in dino oil for the break in period of the distributor gear (which I am coating with assembly lube). I have a spare distributor shaft so I am going to chuck that in my drill motor and spin the oil pump for a bit after I get the new oil and filter installed. This will give me much more confidence in cranking her up once I get all my new and old parts installed.
I had Stabil in the tank but I read that it is not very effective with the ethanol based fuels.
I gave the old fuel to my son in law and he poured it in his '04 V8 GMC half ton. It started good and ran ok when he drove to the nearest gas station to fill the rest of the tank. I was probably being overcautious.
I am also installing a rebuilt water pump, fresh coolant/160 degree stat fresh Bosch IIIs, Taylor plug wires, hot tanked TPI system with new gaskets, EGR/A I R elimination kit and new hoses along with eliminating the throttle body coolant lines. This really cleaned up the engine bay.
Crappy picture - looks like I didn't have the auto focus turned on You can see the hose clamped to the inlet line.
I am having fun in the garage though

You can disconnect the fuel filter, turn on the ignition to run the pump for 2 seconds and then it should siphon out the rest of the fuel.

Cliff's way should work well as the fuel pump can empty a tank fairly quickly.

Otherwise use a clear hose to siphon that way you don't swallow a whole heap of gas, burping gas is not fun...

Then remove the fuel pump/sender and you can get your arm in and clean whatever is left.

I picked up a siphon pump transfer assembly from Summit for $14 and drained about 8 gallons of 4 year old gas in 10 minutes. Worked really well and now I have a pump transfer device if I need to drain anything else in the future.

Here is what I grabbed http://www.summitracing.com/parts/kti-72250

I think I can get one of those pumps here in panama. that is a good idea.

what I want to do is empty the gas tank. and clean inside with my hand a little. because I see alot of dirt. I read somewhere that in order to remove the gas tank you have to remove the rear bumper. gods know I dont want to do that. so I will clean the tank in place. I even was thinking to use my vacum cleaner to remove the dirt.

NO! Do NOT use a vacuum cleaner anywhere around the fuel tank...especially inside!

Rather than try all the strange methods...I used an external fuel pump (on hand) and some lengths of hose. It saves the wear & tear on the stock pump. I got all but a few pints out this way, then sopped the rest up with paper towels and got the sludge out of the tank.

If you suspect it has gone through the system...remove the fuel filter and blow out the line from the tank to the filter and then blow through the feed line (outlet side of filter) with compressed air and watch all the gunk come back to the tank via the return line

thank you for your concern. Iam not going to use the vacuum to remove the gasoline. once I have the gasoline out I will use the vacuum just to remove the dirt. the tank will have no gas at the time

I wouldn't even do that. Gasoline fumes can ignite near a vacuum cleaner. I would use compressed air from a LONG tube. May car would sit outside and the compressor would be in the garage with the door shut if I were to do that.

You suck the gas fumes into the vacuum and you could ignite it. However, if you do, can we call dibs on what is left of the car?
