1987 corvette front shock question

Hey guys...i am getting a clunk/popping noise in front car. I was going over and tightening what bolts i could and went to top of the front shocks. Here is the question, while trying to tight nut on shock stud, should the whole upper half of the shock spin? I can spin it by hand with car on ground (not jacked)....newbie so sorry if stupid question. Any info is appreciated. Thanks!!!

Yes
There are two flats at the top of the shock shaft ( above the thread ) you hold with a wrench to prevent the shaft from turning
while you play with the nut

It will turn but it should not be loose in any way.
