I believe what I'd do is using a knuckle, hub, spindle assembly from a later C4 do some builds on the bench experimenting with spacer placement. I'm guessing you're anticipating/assuming that they're an appropriate fit for the rear of a later C4. I've an assembly your welcome to for the shipping "to use" but I would think there should be the same "local" to you. The one I would let you use is part of a pair that I understand are from a '93 35K car. I'd maybe consider the sale of the assemblies if after the build you wanted to do a pair and just swap the built assemblies to the car.
Here's a "real life" early e-brake and you can compare your casting numbers and assembly to see if it's actually just a package for "early C4" and not something that is adaptable to the later C4. After looking at the image in this link it seems very likely that it is what maybe you have:
It would seem that the placement that you have for it in your snapshot is likely correct and it was used to position the rotor for the caliper. You could bolt any rear hub to the brake assembly to confirm since all of the rear hubs are the same. One hub 3 bolts and you have your answer in 30 minutes.
Thanks for the info.. I think if I can install the 87 style E-brake on my 90 then it may actually hold the car.. not sure why the OEM brake does not hold it.. But I don't really want to deal with it any more, not sure what else to try to fix it
