Can I drive my 84 with the IP out? Im planning on removing for testing and if I need to run to the store or whatever I need to know what would happen if I try to drive with it out.

What do you mean by "IP"?
Instrument Panel?

I don't think it will hurt anything, as long as none of the connectors are shorted while they are unplugged.

I drove my 87 with the dash out. 84 should drive too, I'd think.
