Ok, removed the panel got the unit out and ew.... Had black stuff on the board and grime everywhere. I cleaned all of that up, gently removed the black stuff that was practically glue and tested the unit by pushing the rubber boots over the contacts and everything works well. I had to re-glue one of the rubber boots since it came off but after I put the unit back together I have a functioning HVAC controller. Thanks everyone for the help. Next step is figuring out how to tell if it is still using the old R12 or the new R134? If it isn't converted what are my options?
UPDATE:
Well, after putting it back together the OFF button doesn't work despite me knowing that it does. I'm getting the boot and the plastic button arn't meeting fully or in the right position. Gonna have to take it apart again. Is there a good solvent for cleaning and a good glue to put the rubber boots back on?

It depends on whether the conversion was done "right". Some people just put in R134 and call it done. I was advised to replace all the O-rings in the connections, the rubber hoses (older hoses are not compatible), the accumulator, the orifice tube and the O-rings inside the compressor. Roughly $700. When the system is converted, the fittings that the AC gauges connect to should be changed. There are adapters that screw onto the old fittings. <-- this is the easiest way to tell.
The AC unit is becoming a pretty big pain but at least I know what I need to do. Taking the dash apart again this weekend to see if I can get these rubber boots to line up exactly so that the Off button and temp up/down and Fan button can work without being mashed in hard. They work without the buttons just fine on the rubber boots.
