When you say they, both fans run ?
If so, I would suspect that someone previous has tied the ECM controlled fan, with the temp switch controlled booster fan, and that switch may be stuck closed.

Here is info from my 86 service manual, use it to see why it is stuck on with ignition. ECM, stuck relay, short to ground, are a few likely suspects.

Which connector did you short?

There is a switch in the AC circuit that tells the ECM that the AC is on. The ECM then turns on the cooling fan to help the condenser do its job. It also raises the idle to compensate for the extra load of the AC compressor. If that's the connector that you shorted then remove the short and your fan should stop running.

The switch with the green and black wires is the fan control switch. The high pressure switch is the one with the large diameter connector that looks the same as the low pressure switch connector.

Are you sure it's really shorted? It sounds more like it's open and the ECM thinks the AC is on so it turns on the fan.
