Failed smog the second time
I replaced the plugs, EGR valve, EGR solonid valve,and the 2 oxygen sensors. HC meas high max is 59 meas 138, does anyone have any ideas what it could be

I failed emissions inspection on my 95 the last time pretty miserably, and figured it was due to the car sitting for so long.
So I rescheduled for the following weekend and in the interim, I burned her down to about 1/4 tank. Then about an hour before the scheduled inspection, I dumped about 6 bottles of dry gas/isopropyl in, and jammed her through the mountains HARD to get it nice and hot. I pulled right into the inspection station after my little run and sailed straight through all tests.

the things you replaced for the most part will not effect. look at things mechincal. timing plugs, wires. poor engine shape. A good and proper tune usaly fix high hc unless the engine is shot. The cats remove a lot of the hc before exiting the tail pipe. For the most part if a engine is in good shape you will pass without a converter but as things age the coverter need to be in good shape for a car to pass. So give it a look

What year car?
If you have a MAF, it could be getting dirty, a fuel injector could be leaking, a fuel pressure regulator could have a small leak at the diaphragm, if you have an HEI ignition the base timing could be off, if you have heated O2 probes the heating circuit could be malfunctioning.. etc etc The air pump is not an issue mainly because it is used to help in heating up the CAT's during a cold start up..
Are you allowed at least one more inspection before you have to pay again?

How many miles on it???
Are you driving it or does it just sit???
And if you are driving it...do you drive it with a LOT of SPIRIT???? Or do you just baby it around.
Have you changed the OIL/FILTER recently????
Whose spark plugs did you use???? What was the gap???
Have you checked the kilo-volts AT the spark plugs????
How old is the fuel????
PLEASE answer all of these questions.
High HC readings is either unburnt fuel or burning oil. You are not far away from passing...but I would like to know the answers to these questions if you care to answer them.

CODE 44 = Lean Exhaust
I don't have a '93 FSM, but find it strange to get a lean reading, with a hydrocarbon (HC).i wonder is an ECM reset then plenty of driving (let me know if you need a hand with that..LOL) will bring it around.
