I listened to part of a presentation at Corvettes at Carslisle where the presenter said computers for C4s are no longer available from GM, and rebuilt ones don't "talk" to the other one in the car. It sounds like your cluster needs to be rebuilt. Your symptom is a typical one and unrelated to the ECM.
I have seen some rebuilt ECMs but don't know about whether they communicate with the BCM or not. From browsing the forum I have noticed that it seems like the 90-93 units have more issues than the 94-96 ones, but that is just my perception - not fact based at all.
It sounds like your problem is in your cluster. Sometimes the connecting harness needs to be cleaned and the plug needs to be firmly reseated.
