Cruise control vacuum
so my cruise does not work. the bottom port of the diaphragm is disconnected and I connected it to the line pictured with the cap on it and it still was not engaging. The diaphragm moves freely.

trace the hose back to the rear of the engine...intake manifold where it originates. Make sure its connected...
next would be to check the brake pedal switch for adjustment...
The vac hose comes across the firewall to the CC solenoid from a T where it may be damaged or d/c
