with a shacky needle do you mean it bounces lets say from 15 to 12 bach and forth? If that is what you are saying that is usally a sign of valve train problems
I just went out and looked at the gauge again to make sure. I was incorrect in how much movement the needle has.
It's less than one inch of vacuum either way. So basically it's just a about a 1/2" of vacuum either w needle, not the steady vacuum that I get when I put the gauge on the vacuum port on the throttle bodies.
Not sure if this helps, but I had a similar problem. Tried the carb cleaner and propane tricks to no avail. Finally I sprayed water on the intake and I could see the water being sucked in. New gaskets and now a steady 20 inches.
