84 crossfire-explain how IAC's work

84 crossfire-explain how IAC's work
On the 84 Crossfire engine there are 2 idle control valves, one on each tbi. My question is (maybe a dumb one, but couldn't find the answer anywhere else, and no fsm) do they work together? I recently tuned up the car and removed and cleaned both iac's which were dirty. The car idles fine but I only see the drivers side iac actually work, the front tbi iac (pass side) does nothing. Any help is appreciated.
